Haddon-Cave, Sir Charles Philip (1925–1999), Financial Secretary and Chief Secretary of Hong Kong.
Sir Philip Haddon-Cave was a prominent British colonial administrator who served as the Financial Secretary of Hong Kong (1971–1981) and Chief Secretary (1981–1985). He is best known for advocating the policy of "positive non-interventionism.
